A Note on Assignment Type:

  • Remote: This position is listed as “Remote”; the resource is expected to work 7.25 hours per calendar day between the standard working hours of 8:00 AM to 5:00 PM (excluding lunch breaks) every Monday to Friday inclusive from the designated remote location. 

Scope

  • The Senior Business Architect will provide advanced architectural leadership and guidance to support the project team in navigating Corporate Architecture Review Board (CARB) gates, with particular focus on AGP 2, where key architecture and requirements deliverables are produced. The Senior Business Architect will be responsible for ensuring that business, information, and software requirements are aligned with enterprise standards, strategic objectives, and regulatory expectations.

Assignment Deliverables

  • CARB Documentation: Develop Information Architecture, Business Architecture, System Requirements, and System Architecture documents covering data, processes, requirements, integrations, security, and alignment with enterprise standards.
  • Solution Requirements: Produce functional/non?functional requirements, system use cases, data models/data dictionary, and reporting requirements to support solution design and integration planning.
  • Stakeholder & Feasibility Support: Deliver executive?to?team presentations and status reports, and perform feasibility assessments of solution options, risks, costs, and organizational readiness.
  • Testing & Implementation Support: Support test strategy development, UAT planning and execution, test coordination, defect management, and readiness assessment for

Experience Requirements

A Note on the VOR Master Service Agreement:

The VOR Master Service Agreement expires on April 5, 2027, and includes a six (6)-month survival clause, allowing the Statement of Work (SOW) to continue, if operationally required, until October 5, 2027. Extension(s) are only allowed using unused days and/or funds remaining on the contract. No additional funds will be added beyond the maximum contract value and any extension options included in the original SOW. JTS may exercise its option(s) to extend the SOW beyond April 5, 2027, in accordance with the survival clause.

The start date is subject to change based on security clearances and contract signing timelines.

Mandatory Requirements

  • Experience with working for the Ontario Public Sector
  • Experience with implementing an Electronic Medical Record (EMR)
  • Experience in health care, preferably a correctional health care setting
  • Experience working on digital health related projects

  • Status reporting

  • Experience authoring governance deliverables and seeking approvals

Criteria 1: Business Architecture – 40 Points

  • Hands on/working 10+ years’ experience in business architecture for large scale implementations including exposure to developing technical architecture
  • Demonstrated experience in creating Business Cases, Business Requirements Document, other Business architecture artefacts, Enterprise architecture artefacts and assist Solution designer/architect in the preparation of technical artefacts including technical design
  • Demonstrated experience working on large systems implementation and case management solutions
  • Excellent knowledge of system concepts and development methodologies to support business applications
  • Experience working on digital health projects
  • Experience implementing an Electronic Medical Record (EMR) solution

Criteria 2: Technical Skills – 25 Points

  • Experience in technical and functional design and architecture for n-tier applications
  • Demonstrated experience facilitating JAD sessions
  • Demonstrated experience in working with technical SMEs and business SMEs in reviewing and analysing design gaps, provide initial cost and time estimates for change requests and enhancements, assist development team in first level triaging of defects to identify solution gaps and review with business and delivery team

Criteria 3: Communication Skills – 20 Points

  • Demonstrated experience to provide leadership in the creation of business architecture documentation, functional and technical design documentation
  • Proven ability to support the client in development of check point artifacts, gating material and Enterprise Architecture artefacts
  • Hands on experience in working with business stakeholders on functional design sessions and detailed solution design sessions in particular experience working specifically with health care providers/professionals
  • Experience with briefing ministry management and officials

Criteria 4: Tools and Methodology – 15 Points

  • Experience in the use of business architecture and modeling software such as Power Designer, Enterprise Architecture
  • Experience with the Ontario Public Sector Architecture gating process
  • Experience with Electronic Medical Record solutions
