Responsibilities: Responsible for managing the interchange of data between the server and the users. Required to translate technical systems specifications into working, tested applications. This includes: developing detailed programming specifications writing and/or generating code compiling data-driven programs maintaining, and conducting unit tests Resolves and troubleshoots technical problems which arise during the use and operation of software packages, including technical assistance in implementation, conversion and General Skills: Experience in programming and analysis; specialized software package support at the specified experience level Ability to collaborate with IT Professionals throughout the Software Development Life Cycle Experience in structured methodologies for the development, design, implementation and maintenance of applications Experience in design, code, test, debug and document applications Experience in the use of object and/or third generation language development tools Experience in one or more programming languages Experience in application design, latest design patters, deployment and troubleshooting Experience with relational and hierarchical database technologies Experience in the use of information retrieval packages using query languages Experience with one or more communications protocols Experience in structured methodologies for the design, development, implementation and maintenance of applications Experience eliciting and documenting information from diverse business area stakeholders and subject matter experts Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills A team player with a track record for meeting deadlines Back End Skills Knowledge and experience with developing all server-side logic, definition and maintenance of the central database, and ensure high performance and responsiveness to requests from the front-end. Knowledge and experience with front-end technologies Knowledge and experience to integrate the front-end elements into the application Desirable Skills: Knowledge and experience with programming Internet-ready applications Knowledge and experience in rapid application development (RAD) methodologies Knowledge and understanding of Information Management principles, concepts, policies and practices Experience with middleware and gateways Experience reviewing, analyzing, and modifying product installation scripts including encoding, testing, debugging Ability to provide post-implementation support and resolve any post-implementation technical issues Experience conducting design walkthrough sessions with project team Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards Ability to provide user and system documentation as required
This position is listed as “Onsite”; the resource is expected to work per calendar day between the standard working hours of 8:00-5:00 PM (excluding lunch breaks) every Monday to Friday inclusive at the identified OPS office location.
Property Registration Software – 40%
Experience with Personal Property Security registration (PPSR) or similar property registration systems
Mainframe Environment – 30%
10+ years of experience in designing and development Mainframe applications in large integrated IMS DB/DC Full Function and FASTPATH environments
10+ years of experience with hierarchical database technologies such as: IMS DB and VSAM, to perform IMS Database Re-organization, Unload/Reload, and Recovery Control
Programming Languages – 20%
10+ years experience in using COBOL, JCL, Assembly, TSO/ISPF, BTS, Clist, REXX within the last 5 years
10+ years experience in programming and analysis
Experience in design, code, test, debug , and documenting applications
Experience with CA Scheduling, MVS File-Aid and MVS Abend-Aid tools
Experience in the use of third generation language development tool CA Telon, and IBM ACB, BDB and PSB Generation
Experience in the use of information retrieval packages using CA Easytrieve, CA SAR
Experience with IBM 3270SNA, NDM communications and others
Interpersonal and Communication Skills – 5%

Large Enterprise Organization Experience – 5%
Experience working in accordance with policies and procedures of Ontario Public Service, or similar large Enterprise environments
Experience with OPS architecture, applications, databases, and systems
