Description

Responsible for overall project oversight, including planning, scheduling, budgeting, and governance. Acts as liaison with the vendor, manages risks and issues, and ensures compliance with OPS project management standards.

Deliverables:

·      Ensure project deliverables meet business requirements on time, within scope and budget, in alignment with OPS project management methodologies and frameworks.

·      Lead organizational development, strategy development, business planning, and ministry funding requests.

·      Develop and manage detailed project schedules, integrated plans, and complex budgets across multiple funding channels and ministries.

·      Oversee fiscal management, including cost estimates, forecasting, reconciliation, and financial reporting.

·      Define team roles, set expectations, and manage resources across OPS staff and fee-for-service consultants; resolve conflicts and promote knowledge sharing.

·      Prepare and maintain key project artefacts (Charter, Integrated Project Management Plan, change requests, close-out reports) and conduct schedule/variance analysis.

·      Monitor progress, track critical path activities, and provide regular status and progress reports to executives and stakeholders.

·      Identify, assess, and mitigate project risks and issues, escalating and recommending strategies to senior leadership as needed.

·      Establish governance structures and participate in executive, steering, and working groups, ensuring effective stakeholder engagement.

·      Lead change management and business transformation activities, including adoption plans, resistance management, and knowledge transfer.

·     Promote OPS I&IT standards, best practices, and unified project methodologies to ensure system quality and effective use of resources.

NOTE

Extension/Amendment Attestation: Extension(s) only allowed using unused days/funds left on contract. No additional funds will be added beyond the maximum contract value and any extension options included in the original SOW.

Assignment Type: This position is currently listed as “Hybrid” as consultants will be required to work in the physical workplace. The details of this arrangement will be at the Hiring Manager’s discretion. 

Experience Requirements

Public Sector Experience

·      
5+ years of knowledge
and experience working with federal/provincial/broader public sector
healthcare related projects

·      
Knowledge of
industry standard such as Project Management Institute (PMI) and Public
Sector I&IT project management methodologies.

·      
Knowledge and understanding
of Ministry policy and IT project approval processes and requirements

·      
Experience
adopting and adhering to Public Sector Unified I&IT Project Methodology,
Public Sector Enterprise Architecture and Public Sector Gating process, and
Public Sector Standard Systems Development Methodologies

·       Experience with large complex IT
Health-related projects

·       Demonstrated experience with GO-ITS
Digital Health standards, and internal branch standards.
