Description

Note: This contract will require the consultant to work from the office location 3 days per week with the remaining 2 days being worked remotely.

Responsibilities:

Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs.

Interacts with the business stakeholders and subject matter experts in order to understand their requirements through gathering, documenting, and analyzing business needs and requirements.

Prepares and advises on business analysis policies, processes, best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.

Provide technical support and participate in the development, package creation, code merge, testing and release activities.

Primary interface between technical teams (Dev, QA) and business stakeholders, focusing on requirements clarification.

Develop and manage solutions using Power BI, Cognos, Oracle, MS-SQL, Visual Studio, SSIS, Attunity, ODAC, .NET framework, GIT and SQL-based reporting tools.

General Skills:

• Leads and conducts business analysis in order to assess client’s business problems/opportunities and documents the business requirements in such a way that I&IT solutions can be determined.

• Applies re-engineering concepts to promote business improvements through alternative and cost effective service delivery approaches

• Leads and conducts business analysis at varying levels of detail appropriate to the project and phases of project, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard

Systems Development Methodologies

• Develops strategies, prepares business cases and cost-benefit analysis, and conducts feasibility studies for business I&IT initiatives

• Develops sound processes for requirements gathering including but n o t limited to JAD sessions, interviews, mockups, etc.

• Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects

• Monitors progress, resolves problems and reports regularly to I&IT management and stakeholders

• Develops performance measures and traceability matrices for business analysis evaluation and conducts follow-up

• Experience developing strategies, preparing business cases and cost-benefit analysis

• Experience conducting requirements gathering, developing documentation, including presentations and briefing notes and conducting stakeholder engagement

• Experience in the use of Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope

• Awareness of emerging I&IT trends and technologies

• Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills

• A team player with a track record for meeting deadlines

Desirable Skills:

• Experience in the use of information retrieval packages

?Knowledge Transfer

  • Knowledge Transfer should be done to designated technical cluster FTE.
  • Knowledge transfer must be completed two weeks prior to the consultant leaving the ministry.
  • All deliverables, including design/supporting/release/training documents must be checked into designated version control repositories (for example, SharePoint, DevOps).
  • All final documents and working drafts related to project requirements or business analysis or solution design or solution development or QA testing plans or Architectural artefacts and other working related documents are must be stored on designated project SharePoint folder and Azure DevOps.
  • Project manager and designated FTE must be regularly informed in writing (by email) of where documentation has been stored and must be provided a minimum of one walk-through of all documentation as part of the final knowledge transfer activities.
  • Knowledge will be transferred through 1 on 1 sessions, emails, document updates and document review with the team.

Experience Requirements

Technical Experience – 50%

Experience:

The ideal candidate should possess 5-7 years of experience as a Business Analyst, with a focus on the following project environments:

  • Required Skills (3-5 years): Power BI, MS SQL Server, SSIS, Informatica ETL, Cognos Development, Data Migration & Transformation
  • Preferred Skills (2-4 years): Oracle, Visual Studio, .NET Framework, Java, Cloud Services, Data Warehousing, Advanced Data Analytics, Version Control

Technical Skills:

  • Power BI: Power BI is central to the migration project, so the candidate should have strong experience in designing and developing reports and dashboards, as well as working with data models and DAX.
  • MS SQL Server: A solid understanding of MS SQL Server is crucial, as the candidate will need to write queries, optimize performance, and work with large datasets. Proficiency in T-SQL, indexing, stored procedures, and database administration is needed.
  • Cognos Development: Experience with Cognos is important for understanding the reports and analytics being migrated. The candidate should have a strong background in report development, framework manager, and data models in Cognos.
  • Oracle: Familiarity with Oracle databases is needed if there is data sourced from Oracle in the existing systems. The candidate should be able to query Oracle databases, understand its architecture, and work with Oracle-specific tools like SQL*Plus, TOAD, etc.
  • Dealing with Data: Handling data transformation, cleaning, and migration from various sources (such as Cognos and Oracle) is a key aspect of this role. A candidate should have experience working with large datasets, data quality, and integration practices.
  • Visual Studio: The candidate will need to have hands-on experience with Visual Studio for working with SSIS, creating projects, and managing solutions for ETL development. This experience should also cover debugging and optimizing ETL processes.
  • Microsoft SQL Server Integration Services (SSIS) ETLs: SSIS is the tool for the data migration, so the candidate must have significant hands-on experience with designing and deploying ETL packages, handling complex data workflows, and optimizing performance.
  • Informatica ETL: Experience with Informatica ETL tools will be crucial for understanding the existing data pipelines. The candidate should have experience in designing, deploying, and troubleshooting Informatica workflows, mappings, and transformations.
  • .NET Framework: Knowledge of the .NET Framework can be helpful, especially if the migration requires integration with custom applications or if .NET-based tools are used in the existing system.

Non-Technical Skills:

  • Demonstrated understanding of BA life cycle. This includes awareness of emerging I&IT trends and technologies (Microsoft Azure/Dev-Ops). Build automation experience is an asset
  • Knowledge of regulatory guidelines, policies, practices, and protocols to ensure appropriate reporting and protection of privacy and security of personal information
  • Experience in evaluating and analyzing existing web applications and business intelligence tools for the Accessibility for Ontarians with Disabilities Act (AODA) compliance
  • You can conduct analysis on business/systems initiatives and recommend solutions to meet business needs and promote overall ministry IT strategies and objectives

Core Skills – 25%

  • Experience conducting requirements gathering and developing documentation
  • Working knowledge of systems design and development, and related methods, techniques, practices, and standards enable you to analyze and define clients’ business and information technology requirements pertaining to data flow and data integration; provide recommendations to business
  • Demonstrates Analytical and problem-solving skills to assess clients’ business priorities and needs; to evaluate business and technical design alternatives
  • Ability to work with business and development teams to document system requirements
  • Demonstrated experience with creating Business Cases, Screen Design/User Interface, Business Process Models, Privacy Impact Assessments, Threat Risk Assessments, and Logical architecture artifacts, among other deliverables
  • Demonstrated experience with Business Architecture
  • Working knowledge of technology, data, databases, applications, and networking techniques, tools, and practices enables you to lead the design and development of infrastructure-related projects

 

Project Experience and Techniques – 10%

  • Demonstrates lead design experience with technology upgrade/migration projects, and shows acumen in being able to evaluate and determine the best path going forward
  • Demonstrates experience leading discussions with stakeholders to elicit requirements, developing/consulting on options and solutions, and facilitating the resolution of I&IT and Business issues. Ability to drill down on business pain points and determine the right solution, rather than delivering only the item that’s being requested by stakeholders
  • Demonstrates development and design experience with SDLC processes, Agile and Waterfall methodologies

 

Communication Skills -10%

  • Demonstrated experience in solving problems analytically, and making sound decisions based on
  • Experience in negotiating using both verbal and written communication skills and should have worked in a team-based environment with a proven record of meeting deadlines
  • Strong stakeholder engagement, facilitation, negotiation, and consensus building     

                      

Public Sector Experience – 5%

  • Previous public sector experience in an organization of equivalent size or complexity to the Ontario Public Service

MUST HAVES:
